There was a question that was recently migrated to Fitness SE. This seems like an obvious fit for our migration list. Even though training regimens are unique for cyclists, there are some questions that are more universally applicable to all endurance athletes; questions about diet and cross training are what immediately come to mind.

There is a tag "cycling" in Sports SE with questions about professional cycling. Some fit equally well on both, it seems that some of them could be even moved here.

I would say that you're definitely welcome to try, but given the nature of the question I'm not sure how you'd go about it. I would also recommend exercising a little patience with the Fitness SE site. It's still a beta version and is still in the process of building a community. I'm fairly sure that I've seen a couple of GPS questions that had been migrated to Geographic Information Systems SE. Along those same lines, it's easy to imagine touring questions that would be a better fit for Travel SE.

I've seen a number of questions on this site that could fit in Physics SE just as well as they fit on our site. Some fit equally well on both, but it's easy to envision one that truly belongs over there.

Well, we can't be familiar with every SE's policies. At best, you can only expect people to migrate things to the closest SE by description and let them sort it out (or close it here). You could try a different SE if you think there is one that fits better than electronics (e.g. one that is for your application), if it exists, or a forum for people ...
